Within eighteen months Niger had expelled both of its Western security partners, joined the confederation its neighbours had formed, and replaced its constitution. It is also the coup that produced the sharpest external reaction: the ECOWAS threat of intervention that followed it is what turned a mutual-defence pact between Mali and Burkina Faso into a bloc of three.
