- The ministry publishes a skeleton: the Ministry of Defence and the General Staff as central organs of command, the Ground Forces and the Air Force and Air Defence Forces as the two services, the Special Operations Forces and the special troops beside them, with two operational commands — Western and North-Western — created in December 2001 from the Soviet-era army corps as the basis of the Ground Forces. Belarusian territory carried the northern axis of the February 2022 invasion of Ukraine, and Belarusian airspace and training areas have remained available to Russian forces since. No Belarusian units have been committed to that war.

- THE SOURCE CEILING IS THE DEFINING LIMITATION. Unlike the Russian picture, which rests on allied government intelligence assessments, the Belarusian one rests on the ministry's own positions and on think-tank and civil-society monitoring published monthly and about three weeks in arrears. Every record on this side carries that grade. Six named units below the class floor were refused during verification, and every nuclear-related site, inventory, storage and readiness claim is refused categorically.
