Стислий виклад

Oman has been a member of the Gulf Cooperation Council since its establishment in 1981, alongside the other five Gulf Arab states. Membership is institutional rather than operational: it carries the Council's charter, its Joint Defence Agreement — under which an attack on one member is treated as an attack on all — and its collective diplomatic machinery. Oman has maintained uninterrupted relations with Iran across every rupture that severed or downgraded its fellow members' ties, and it hosted the February 2026 United States–Iran meeting. Membership of the Council has never required a common Iran policy, and Oman is the standing demonstration of that.

The Council is the institution the Gulf states built for the circumstances of 2026, and the war is the first full test of it. Recording membership as a standing structure, separately from each state's own conduct, is what lets the module show the gap between a commitment that was reaffirmed and a capability that leaders themselves said still needed building.
