Стислий виклад

Bahrain has been a member of the Gulf Cooperation Council since its establishment in 1981, alongside the other five Gulf Arab states. Membership is institutional rather than operational: it carries the Council's charter, its Joint Defence Agreement — under which an attack on one member is treated as an attack on all — and its collective diplomatic machinery. Bahrain acted for the Council as an institution in 2026: it drafted Security Council resolution 2817 on behalf of the GCC member states and Jordan, and it held the Council presidency the following month. This is the clearest example in the module of the GCC functioning as a collective diplomatic actor rather than as a label.

The Council is the institution the Gulf states built for the circumstances of 2026, and the war is the first full test of it. Recording membership as a standing structure, separately from each state's own conduct, is what lets the module show the gap between a commitment that was reaffirmed and a capability that leaders themselves said still needed building.
