Стислий виклад

The entity has depended on Russian budgetary support, infrastructure and market access since 2008, and the dependency has deepened rather than stabilised. On 9 May 2026 Vladimir Putin and the de facto president Alan Gagloev signed a Treaty on Deepening Allied Interaction, ratified by the Russian State Duma days later. Reported provisions include coordinated foreign, defence and security policy, a single economic space, harmonised economic legislation, mutual property rights, staged integration of energy, transport and telecommunications, and the removal of citizenship restrictions on holding state and municipal office. Gagloev described the treaty as a step toward the reunification of the Ossetian people and a legal mechanism for possible future accession to the Russian Federation. In June a Russian citizen, Marat Kambolov, became de facto prime minister, and Gagloev resigned to take a post in the Russian presidential administration.

Dependency here is the mechanism of absorption, not a description of poverty. The instruments are budgetary and legal rather than military, which is why the change is legible in treaty text and personnel appointments rather than on a map — and why Georgia's foreign minister called the treaty a step toward annexation while France, Germany, Italy and the United Kingdom stated jointly that it has no validity under international law.

• The treaty can be read as a deliberate step on a declared path to accession, which is how the de facto president described it, or as a consolidation of control that Moscow has no present intention of completing — formal absorption would carry costs the current arrangement avoids. The public record supports both and settles neither.
