Druga runda odbyła się między 14:30 a 15:00 13 sierpnia 2026 r. w siedmiu północnych jednostkach administracyjnych — Tajpej, Nowym Tajpej, Keelung, Taoyuan, mieście Hsinchu oraz powiatach Hsinchu i Yilan — na podstawie tego samego polecenia Krajowej Komisji Łączności co runda z 10 sierpnia i w ostatni pełny dzień ćwiczeń Han Kuang. Mobilny ruch internetowy spowolniono do 256 Kb/s, przy czym poza tekstem niewiele pozostało użyteczne; praktycznymi ofiarami były wideo, streaming, połączenia wideo i przesyłanie dużych plików. Obowiązywały te same wyłączenia: połączenia głosowe, numery 110 i 119, SMS-y, alerty cell broadcast, stacjonarny internet szerokopasmowy i Wi-Fi oraz sieci wojskowe i wydzielone. Obie rundy objęły łącznie czternaście miast i powiatów. Prezydent Lai Ching-te publicznie przeprosił za niedogodności i określił ćwiczenia jako konieczne. Obszary spoza dwóch wymienionych grup — w tym Kaohsiung, Tainan, Hualien, Taitung i Pingtung — nie były objęte żadnym z tych okien.
Recorded separately from the 10 August round because the geography, the date and the population affected all differ, and because the second round is what makes the first a policy rather than a one-off. The jurisdiction lists are held in full here so that any later summary can be checked against them: the recurring misreading of this event is that Taiwan "switched off the internet", and the only durable defence against that is a record showing two dated, bounded regional windows and a list of what kept running. The 9 August brief named the observable as what the government would report about which components were actually exercised. This is that report, for one component.
