- Ādaži, Latvia, with a rear element in Denmark. The Estonian defence minister described it at its inauguration as a level of command in NATO's force structure focused specifically on the defence of Estonia and Latvia; NATO names the battlegroups in those two states as those it cooperates closely with.

- Inaugurated at Ādaži on 8 March 2019 by the Danish, Estonian and Latvian defence ministers, the three framework nations, as the first headquarters of its kind in the northern Baltic region; activated by NATO in 2020 and, according to the Latvian ministry, at full capability on 7 July 2023. Its tasks, as Latvia publishes them, are situational awareness for regional security, planning and conducting military operations, commanding units and organising exercises. Thirteen nations contribute to the staff, and command rests with a Danish officer.

- It is the headquarters that gives Estonia and Latvia a division echelon of their own, and the one whose founding logic was stated in public: Estonia's minister described the purpose as a structure in which the allied brigades stationed in the region are, when necessary, subordinated to the division's command.
