Zniszczenia wojenne w południowym Libanie → ograniczone powroty

Wojna z 2026 r. zniszczyła domy, do których przesiedleni mieliby wrócić, a teren, na którym one stoją, jest częściowo zajęty, częściowo oczyszczony i nieodbudowany.

W skrócie

The 2026 war destroyed housing across southern Lebanon: UNDP and CNRS-L count 17,891 housing units destroyed south of the Litani to 29 April. IOM still tracked 329,686 displaced on 29 September. That return is held back by destruction, the Israeli-held zone and unfinanced rebuilding is plausible.

The asset is the housing of southern Lebanon, where most of the displaced come from. On 20 July 2026, OCHA, as relayed by WHO, recorded 91 per cent of internally displaced people as originating from five districts — Nabatieh, Bent Jbeil, Marjaayoun, Sour (Tyre) and Baabda — with about 136,000 people having returned to Nabatieh governorate and about 104,000 to South governorate by then.

The war destroyed much of that housing, measured by two separate instruments. UNDP and the National Council for Scientific Research (CNRS-L), in an assessment released on 22 June 2026, count south of the Litani 11,095 buildings destroyed (17,891 housing units), 2,242 partly damaged (5,219 units) and 9,311 with minor damage (18,282 units), comparing imagery of 29 April 2026 with a 23 October 2025 baseline; the method is GeoAI with office validation at about 85 per cent accuracy, without ground truthing, and excludes infrastructure. Separately, CNRS put about 85,000 housing units in the south damaged or destroyed, "likely an undercount", as relayed by a Lighthouse Reports and Financial Times investigation on 21 August 2026, whose own Sentinel-2 analysis placed about 65 per cent of destruction signals after the truce of 16 April. Demolitions in border villages continued after the truce (AP; Al Jazeera, 4 September 2026), and Israel's defence minister said the area would "continue to be cleared".

  4. Sytuacja ludności cywilnejPotwierdzone

The civilian condition is displacement that has stopped falling. IOM's Displacement Tracking Matrix, Round 118, counts 329,686 internally displaced people as of 29 September 2026, 14,277 of them in 154 collective sites, and 877,203 reported returned; the displaced stock has held at about 330,000–350,000 since mid-August, and IOM says observed returns "cannot be considered permanent". This is a count of people still displaced, not of people unable to return, which no source measures. Where return is blocked outright, the UN Secretary-General's report S/2026/566 records Israeli forces holding a zone up to about 10 km deep covering about 55 villages. Where it is permitted, it is thin: in the pilot-zone village of Zawtar Gharbieh about 100 of some 500 pre-war families had returned by 21 September 2026, and the Council for the South had delivered 5 of 9 planned prefabricated units against about 200 needed, per the mayor via L'Orient Today.

  5. Szersze znaczenie humanitarneWiarygodne narażenie

Vigil's reading is that return to southern Lebanon is constrained by three things at once — destroyed housing, the Israeli-held zone and reconstruction that no one has financed — so the displaced stock will not fall far while all three hold. The financing side is the chain levant-lebanon-reconstruction-gap: no World Bank assessment of the 2026 war has been published and the World Bank's existing programme covers only 2023–24 damage. Displaced households also lost support: cash for rent reached 10,520 people, under 10 per cent of an annual target of 106,813, after regular programmes were interrupted in conflict areas from March (Lebanon Response Plan Cash Working Group). Graded plausible: no source measures who cannot return or why, and continuing strikes and unexploded ordnance — for which no 2026 mine-action figure was found — act on return as well.

Mechanizm, który Vigil ocenia jako prawdopodobny; nieudokumentowany jako mający miejsce.

Co pozostaje nieznane

  • The 1,049,328 figure is a cumulative government self-registration count reached by 1 April 2026 (Disaster Risk Management unit, via WHO), not a stock; DTM is a key-informant estimate. The two are different instruments and are neither subtracted nor combined.
  • The UNDP/CNRS-L assessment is not cumulative with 2024 damage and has not been ground-truthed; the ~85,000 CNRS figure reached Vigil through the Lighthouse Reports–Financial Times investigation; WHO also relays 90,747 housing units (CNRS) whose category is unclear and is not used.
  • The "post-truce" share of destruction refers to the April 2026 Ten Day Cessation (lev-ten-day-cessation-2026), not to the ceasefire of 19 June; the investigation does not split destruction between the two periods.
  • No 2026 casualty or contamination figure from the Lebanon Mine Action Centre or UNMAS was found; no count of persons unable to return exists.
  • Residents reported in August 2026 that no damage compensation had been paid for the 2026 war; Hezbollah's reported parallel compensation is disputed and unverified (see levant-lebanon-reconstruction-gap).

Inne odczytania, które przesłanki również dopuszczają

  • The plateau in displacement may reflect insecurity — WHO reported daily strikes, shelling and demolitions in Bint Jbeil, Marjayoun, Nabatieh and Tyre districts in July 2026 — as much as destroyed housing; the two cannot be separated in DTM data.
  • Israel's defence minister has said the border area was cleared and "will continue to be cleared", presenting the demolitions as part of holding it; Lebanese officials and UNIFIL warn that many displaced may have nowhere to return. Both positions are attributed.
