Institutional emblem: European emblem — EUMM Georgia is a body of the European Union. The European emblem, drawn in IconSprite.astro from the European Commission's graphical specification of it (blue field; twelve upright five-pointed gold stars on a circle of radius one third of the height, at the twelve hour positions, each inscribed in a circle of one eighteenth of the height). No file is fetched and no mission logo is reproduced. The emblem identifies the institution this mission belongs to; it is not a mark issued to the mission and implies no endorsement of Vigil.

- Mandated for the whole of Georgia. In practice the Tbilisi-administered side of both boundary lines, from a headquarters in Tbilisi and field offices at Gori, Mtskheta and Zugdidi.
- Istotna historia
- Established under the EU-mediated Six Point Agreement that ended the August 2008 war and deployed in the autumn of that year, EUMM fields around 200 unarmed civilian monitors from EU member states. Its stated tasks are preventing a return to hostilities, facilitating the resumption of safe and normal life for communities near the boundary lines, building confidence between the parties, and informing EU policy. Its mandate has been extended repeatedly and currently runs to the end of 2026. It co-facilitates the Incident Prevention and Response Mechanisms established in 2009 under the Geneva International Discussions — which are co-chaired by the EU, the UN and the OSCE — one at Ergneti covering the South Ossetian line, co-moderated with the OSCE and attended by Georgian, Russian and South Ossetian participants, and one at Gali covering the Abkhaz line. Both continue to meet; the Ergneti mechanism passed its 133rd session in July 2026. The mission also operates a hotline between the parties. These mechanisms handle detentions, crossing-point problems and marker disputes. They do not handle status, and never have.

- Continuity and evidentiary weight rather than capability. EUMM is the reason the Georgian file has a documentary record at all: almost everything this module publishes about borderisation, detentions and crossing closures rests on the mission's reporting, and it has been reporting without interruption for eighteen years. Its presence is also the one internationally mandated thing on the lines, which gives the incident mechanisms a convening authority no party could supply.
- Ograniczenia
- The mission's mandate is valid throughout Georgia and it has never been permitted to exercise it in Abkhazia or South Ossetia, because the de facto authorities in both have denied it access since deployment — a denial the mission protests in its reporting. The distinction is load-bearing and is easy to state wrongly. EUMM is not mandated to watch one side of a line; it is mandated for a whole country and excluded from part of it. Written the first way the limitation belongs to the EU, written the second it belongs to the parties denying entry, and only the second is accurate. It is also why every EUMM-derived observation in this module describes conditions on the Tbilisi-administered side alone, and why the module says least about the places where most has changed. Beyond access, the mission is unarmed, civilian, and has no capacity to alter anything it documents.
