Podsumowanie

On 26 August 2008, two weeks after the ceasefire that ended the August war, Russia recognised Abkhazia and South Ossetia as independent states and signed basing agreements with each. The arrangement with the South Ossetian de facto authorities converted the ambiguous peacekeeping formats of the 1990s into a declared, permanent Russian military presence on territory Georgia and almost every other state recognise as Georgian. It has run without interruption since, and no Georgian government has had any mechanism to contest it. Vigil records the existence and the declared basis of the arrangement and publishes nothing about its content: no site, no formation, no strength and no activity.

Dlaczego to ważne

It is what makes Georgia's territorial question frozen rather than contested. The 2008 war is often read as the moment the boundary moved; the basing arrangement is the moment it stopped being movable. Every later development in this file — the integration treaties, the borderisation, the leadership changes — happens inside a settlement this arrangement holds in place.
