The European Union is the largest single source of Ukraine's external financing, through multi-year macro-financial assistance that funds the operation of the state rather than the prosecution of the war. That division of labour is the structural fact: the United States has been the principal source of advanced weapons, and the Union the principal source of the money that pays salaries, pensions and public services in a country whose own revenue cannot cover them. The Union also hosts millions of refugees under temporary protection and is the prospective principal funder of reconstruction. Its constraint is procedural and severe: financing instruments, sanctions packages and accession steps all require unanimity among twenty-seven governments, so a single government's objection is a standing risk to continuity.
Warum es wichtig ist
