- The Guard's ground force fought the war with Iraq as a mass light-infantry army and was reorganised after 2008 into something different: a territorial force built on provincial corps, each commanding the Guard's local military and mobilisation formations, under regional headquarters that group several provinces. The reorganisation absorbed the Basij's district military structure and gave the Guard a presence everywhere at low density. Its deployable element is small by comparison — the Saberin special-forces brigade is the formation most often named — and its operational record since the 1990s is in border security and counter-insurgency in the north-west and south-east rather than in conventional war. The design is the Guard's concept of layered defence made organisational, and it is also the structure through which the Guard polices the interior.
