Georgia was granted European Union candidate status in 2023. The European Council assessed the accession process as de facto halted in June 2024; Council conclusions of December 2025 recorded it as effectively at a standstill; and in March 2026 the visa exemption for Georgian diplomatic, service and official passports was suspended. None of that removed the candidacy, and no party has proposed removing it. The result is a formal status held by a government that froze the process it exists to serve, in a country whose constitution commits it to European integration and where support for membership polls around 85 per cent. The gap between the status, the process and the public is the file.
Warum es wichtig ist
It is the sharpest case in the module of a standing institutional status and an active political process pointing in opposite directions — and the reason Vigil separates the two. A reader who takes "candidate" to mean the process is running will misread Georgia entirely; a reader who takes the freeze to mean the candidacy is gone will misread it the other way.
