Zusammenfassung

"Chechenisation" replaced Moscow's direct war with indirect rule: the Kadyrov family received the republic and its security structures, and delivered an end to the insurgency, a loyalty performed in public, and from 2022 units under the Akhmat brand in Ukraine. The dependence runs in one direction and is fiscal before it is anything else — federal transfers fund the large majority of the republican budget, and the rebuilt Grozny is the system's argument for itself, financed by money the centre cannot withdraw without unmaking the bargain. What the centre gets in return is not institutional: it is a personal arrangement between two men, which is why the succession question that Kadyrov's reported illness opened in 2025–26 is a question about the relationship rather than about a post. Any successor inherits a dependence; whether he inherits the personal channel that made it tolerable to both sides is what Moscow's reported contingency planning is about.

It is the clearest case in the region of a security settlement bought with subsidy rather than won, and the one whose renewal is due. A succession that keeps the transfers and loses the loyalty, or the reverse, changes the North Caucasus more than any event since 2009.
