Zusammenfassung

Türkiye is Azerbaijan's closest partner and the only state in the region bound to another by a declared alliance. The relationship long predates its formalisation — Turkish political and military backing was decisive in the 2020 war — and was set down in the Shusha Declaration of June 2021, which carries mutual defence language alongside defence-industrial cooperation. In practice it runs through joint exercises, training, doctrine and equipment. For Ankara the relationship is the land bridge of a wider Turkic-world policy and the terminus of every westbound corridor; for Baku it is the external partnership that removed any need to depend on Russia as guarantor.

Warum es wichtig ist

It is the asymmetry the Armenia–Azerbaijan file cannot escape. Armenia's own record names the military balance as the governing fact of its position and says it is not being closed; this alliance is the principal reason. It is also the clearest case in the module of Türkiye displacing Russian primacy without fighting for it.
