Zusammenfassung
On 26 August 2008 Russia recognised Abkhazia and South Ossetia as independent states and signed basing agreements with each. The Abkhaz arrangement converted the ambiguous peacekeeping formats of the 1990s into a declared permanent Russian military presence on territory Georgia and almost every other state recognise as Georgian, and it has run without interruption since. What distinguishes it from the South Ossetian case is everything that came after: Abkhazia has repeatedly resisted deeper integration on Russian terms — abandoning the October 2024 investment agreement after protests, and barring foreign nationals from local politics by law in May 2026 — while never contesting the security arrangement itself. Vigil records the existence and declared basis of that arrangement and publishes nothing about its content.
Warum es wichtig ist
It marks the line Abkhaz politics does not cross. The entity has been willing to lose electricity and budget support rather than accept Russian economic terms, and has not been willing to reopen the security relationship at any point — which is what makes "dependent but resistant" a precise description rather than a hedge, and what separates this file from South Ossetia's.
