Drone capability is the one line in the Malian state's military position that has moved consistently upward since 2023, and it is also the instrument at the centre of the module's civilian-harm file — the Kyrnia strikes, the contested strikes near Tinzaouatène, and the 2025 shoot-down that ruptured relations with Algeria.
