تُرغم احتجاجات في سوخومي على اتفاق استثماري وُقّع مع روسيا في أكتوبر 2024 — كان سيمنح الشركات الروسية امتيازات في السياحة والزراعة والنقل وإمدادات الغاز — برلمانَ الأمر الواقع على التخلي عن المصادقة، وتعجّل باستقالة رئيس الأمر الواقع Aslan Bzhania في نوفمبر 2024. ويتولى Badra Gunba الرئاسة بالوكالة، ثم يفوز في الانتخابات التي جرت في فبراير ومارس 2025، ويتسلّم منصبه في 2 أبريل 2025، بعد أن قال في موسكو إن الكيان مستعد لإعادة النظر في صيغة الاتفاق. وتعيد روسيا إمدادات الكهرباء في فبراير 2025 وتحوّل أموالًا لرواتب القطاع العام.

The clearest evidence available that the two Georgian entities are not the same case. Abkhazia refused terms that South Ossetia would accept in a more far-reaching form a year later, and the refusal cost it electricity and budget support until a leadership acceptable to Moscow was in place. It establishes both the limit of Abkhaz resistance — the entity cannot fund or power itself — and the fact that resistance exists at all, which is why this module does not describe Russian integration of the two as a single process.
