- The AFP's strategic attention over the past decade has been on the West Philippine Sea — Scarborough Shoal, Second Thomas Shoal, and a pattern of China Coast Guard and maritime militia pressure that is the same instrument this module records around Kinmen, applied to a different claimant. That experience is the reason the Philippines belongs in this atlas: it is the one regional state with a sustained, documented record of being on the receiving end of grey-zone maritime coercion, and what it has learned about responding is directly comparable. The Taiwan connection is separate and narrower. Northern Luzon and the Batanes group sit across the Luzon Strait from Taiwan, the alliance with the United States has expanded access arrangements since 2023, and in April 2025 the AFP chief of staff publicly directed northern commands to plan for a Taiwan contingency — naming, as the mission, the evacuation of the large Filipino workforce on the island.
