Russia's 2015 intervention saved the Assad government and ended with that government's flight to Moscow in December 2024, Russia declining to fight for a collapsing army while absorbed in Ukraine. Long-term terms are unresolved. It is the clearest case in the module of leverage surviving defeat. Russia lost the client, the war aim and the position, and still holds two facilities the new government has an interest in trading rather than expelling — which is why the relationship is transactional rather than adversarial, and why the exile file is a bargaining chip on both sides of the table.
