The reserve-based armed forces of the alliance’s most north-easterly member, organised as a Joint Headquarters over the Land Forces, the Navy, the Air Force and a set of commands. - The headquarters traces itself to the staff of the Estonian Division formed in 1917 and to the Staff of the Estonian Armies of 1918; the 1940 occupation abolished it, and the Government re-established the Headquarters of the Defence Forces on 31 October 1991. Separate naval and air staffs followed in 1995 and an army staff in 2001, on NATO staff conventions. The change that matters to this module is the Estonian Division, which the Defence Forces publish as their largest land unit and which places a national divisional headquarters between the Chief of Defence and the brigades for the first time since 1940.

- A reserve-based force with a published mobilisation model, a Joint Headquarters that describes itself as the working body of the Commander of the Defence Forces, and a divisional headquarters whose stated purpose is to unite territorial forces, brigades and allied units under one national command. That last point is the mechanism: Estonia is the state in this module that has built the receiving structure for allied reinforcement inside its own tree rather than beside it.

- The structure page stops at command and squadron level and is dated 10 September 2024; the brigades appear only on the newer divisional page and are not authored here, because the Force Atlas is frozen at the depth established in P4.5. The two Estonian pages also disagree on where the Division sits — the structure page lists it under the Land Forces, the Division’s own page places it under the direct authority of the Chief of Defence — and this tree keeps the published listing and records the disagreement rather than resolving it.

The League’s leadership page states that the Commander of the Defence League “leads the organisation and is subordinate to the Chief of Defence”, and that the Commander is appointed by the Government on the joint proposal of the Minister of Defence and the Chief of Defence. The edge records that statutory link at that strength: the League remains a separate legal person in the Ministry of Defence’s area of government, and nothing here makes it a formation of the Defence Forces.
