Taiwan's Coast Guard Administration published figures on 28 August 2026 recording 244 Chinese coast guard, scientific research and other government ships detected around Taiwan proper during July, an average of close to eight a day and the highest monthly figure in its series. The comparison figures are 55 in June, 30 in May and 58 in July 2025. The CGA recorded 152 vessels in the first twenty-one days of August and 1,247 across May to August around Taiwan and its outlying islands. About sixty per cent of the total were coast guard vessels and the remainder research and other government craft; Chinese military warships, deployed near-daily, are not included in the count. The CGA said it tracks around 41 Chinese vessels operating in Taiwan's waters, among them the Tong Ji, which circumnavigated Taiwan in May. A senior CGA official said that when the agency describes the situation as increasingly severe it means the number of Chinese government vessels in the surrounding waters has risen, with a marked increase in July. Analysts quoted in the reporting assess that the research vessels are collecting hydrographic data usable for anti-submarine warfare.

Why it matters. This module's standing argument is that pressure on Taiwan migrated from the air to the maritime civil domain, and that the migration matters because a coast guard generates the same presence with none of the escalation vocabulary an air force carries. This is the first time the shift has a published official measurement attached to it, and the size of the step — more than a fourfold rise month on month, from a July figure last year that was lower than this May's — is what makes it a development rather than a data point. Two consequences follow, and they pull apart. Legally, the activity is not an incident: coast guard patrols and survey vessels give Taipei nothing to protest that does not sound like protesting ships, which is exactly the property that makes the instrument useful. Practically, a survey programme at this density is a durable capability investment rather than a signal, because hydrographic data does not expire when a political moment passes. That is the reading the analysts' assessment supports and it is the more consequential of the two. What the figures do not establish is intent, a threshold or a trend beyond four months: the series is short, the August partial is running below July's daily rate, and a single month's record in a young dataset is not by itself a change in policy. The observable is whether September holds above the June baseline.
