- The SDF held Arab-majority territory through regional military councils built from local tribal forces under Kurdish-led command, and the Deir ez-Zor council — formed in late 2016 for the campaign down the Euphrates — was the largest and the most conditional. Its loyalty rested on local bargains, tribal politics and the coalition partnership, and it was contested repeatedly, most visibly in the 2023 tribal uprising against the SDF in the province. When integration talks ended without breakthrough in January 2026 and fighting spread across the north and east, Arab tribal components defected and government forces and allied factions took Deir ez-Zor and Raqqa in ten days — the outcome that settled by force what a year of negotiation had not, and that put the SDF into the subsequent agreement from a position of weakness. The council's fighters passed, in large part, to the state's eastern formations.
