Podczas briefingu około 20 sierpnia 2026 r. premier Armenii Nikol Paszynian nazwał wieś Tigranaszen w prowincji Ararat jej azerbejdżańską nazwą Kiarki i powiedział, że zgodnie z Deklaracją ałmaacką z 1991 r. i mapami obowiązującymi w tamtym czasie — podstawą delimitacji uzgodnioną przez oba państwa — Arcwaszen jest terytorium Armenii, a Kiarki, Barchudarly i Jukary Askipara nie są. Powiedział, że granicę należy wytyczyć tak, by nie stwarzać trudności mieszkańcom po żadnej ze stron. Przedstawiciele opozycji i komentatorzy odpowiedzieli, że takie sformułowanie zagraża bezpieczeństwu terytorialnemu Armenii i szlakom transportowym łączącym centrum kraju z południem. Tigranaszen leży przy głównej armeńskiej drodze międzypaństwowej północ–południe.
The corridor question in this module has been asked almost entirely about Syunik and TRIPP — what Azerbaijan gains. The enclaves are the same question asked in the other direction, and they are the harder half: applying the Alma-Ata baseline consistently means Armenian-administered enclaves pass to Azerbaijan, and one of them sits astride the road that connects Yerevan to Iran and to the south. A government that has accepted the baseline in principle has now said out loud what accepting it implies, which is why the reaction is domestic rather than diplomatic. Nothing has been transferred and no delimitation decision has been taken; what changed is that the cost of the agreed method is now stated by the government that agreed to it.
