Damascus and Amman's security arrangement on Syria's southern border: a joint committee against smuggling and ISIS from January 2025, ministerial contacts through 2026, Jordanian air strikes in Syria in May and October 2026, and a coordination dispute settled for now by reviving the committee.

Zusammenfassung
On 7 January 2025, a month after the fall of Damascus, the two foreign ministers agreed in Amman to form a joint security committee to secure the border against arms and drug smuggling and the resurgence of ISIS, and Syria's foreign minister said captagon smuggling was over. Jordan's interior minister visited Damascus on 8 July 2026 to discuss joint training, the crossings and drug smuggling. In between, Jordan kept striking from the air: a "deterrent operation" against sites in Sweida province it said were used by arms and drug traffickers on 2–3 May 2026, and on the evening of 26 October 2026 strikes in Daraa and northern Sweida that Amman said hit ISIS positions and a weapons depot after the 23 October attack on a church in Karak. The Jordanian military said that operation was coordinated with Damascus; the Syrian government said there had been no prior coordination or notification, opened investigations, and closed the Nasib crossing for 27 October. Daraa's health director gave seven killed including three children; Jordan's spokesperson said more than twenty ISIS members. On 27 October the two foreign ministers agreed by phone on the urgent need for a joint security committee, and the crossing reopened the next morning. The committee has been agreed twice and reported formed by nobody.
Warum es wichtig ist
It is the arrangement on which the south's trade route and the transition's anti-smuggling credibility both rest, and the October strikes showed its limit: a neighbour that does not trust Damascus to police its south will police it itself, and a Damascus that cannot stop that publicly will say so. Whether the committee is formed, and whether the next Jordanian operation is coordinated or merely announced as such, is the measure of whether the relationship is cooperation or tolerance.

Agreed at a joint press conference in Amman on 7 January 2025 to target arms and drug smuggling and prevent the resurgence of ISIS; agreed again by the two foreign ministers by phone on 27 October 2026 after the Jordanian strikes, as an urgent need. Was unbekannt bleibt
- Whether the joint security committee agreed in January 2025 ever met is not published by either government; the October 2026 call describes an urgent need for one, which this record reads as evidence that it was not operating.
- The coordination of the 26 October strikes is disputed by the two governments and is not established; the Jordanian account rests on its military's statement and the Syrian on the foreign ministry's, and no third party has spoken to it.
- The October toll is attributed and unreconciled, and Vigil publishes neither figure in its own voice.
- Vigil publishes no crossing throughput, interdiction series or captagon-seizure figure; the smuggling file is recorded as a stated concern of both governments rather than measured.
Lesarten, die die Belege ebenfalls stützen
- The October dispute over coordination can be read as a genuine failure of notification, as a Syrian government protecting itself domestically from a strike it had accepted, or as a Jordanian claim of coordination that exceeded what was actually communicated. Each government's account is consistent with its interest, and the record adopts none.
- Jordan's continued strikes under the transition can be read as distrust of Damascus's reach in the south or as a continuation of a practice begun under the Assad state regardless of who governs; the May 2026 operation, which Jordan said was coordinated and which a Sweida faction said was not, fits both.
