Zusammenfassung
Relations between NATO and the EU were institutionalised in the early 2000s and are now carried by three joint declarations: Warsaw in 2016, a second in 2018, and a third signed in January 2023 by the NATO Secretary General and the Presidents of the European Council and the European Commission. NATO's 2022 Strategic Concept describes the European Union as a unique and essential partner and calls for an enhanced strategic partnership. The two organisations have twenty-three members in common. NATO states that they work side by side in crisis management, capability development, addressing hybrid threats and building partners' capacity, and that capability development must avoid unnecessary duplication. This record carries the institutional relationship; the specific mobility, industrial and resilience instruments are economy and logistics objects authored in later phases.
Warum es wichtig ist
The thing that would most obstruct reinforcing the eastern flank is not military. It is whether a convoy can cross a border without a fortnight's notice, whether a bridge is classified for the load, and whether the money for ammunition expansion exists — and all three are EU competences rather than NATO ones. A reader who understands the flank only as an alliance problem will misread where its bottlenecks actually are.
