Mykhailo Drapatyi replaced Oleksandr Syrskyi as commander-in-chief of the Armed Forces of Ukraine, and Ihor Skybiuk became chief of the General Staff. The change occurred amid protests and an unresolved political crisis surrounding former defence minister Mykhailo Fedorov.
Why it matters. The appointment places a younger, technology-oriented commander at the centre of Ukraine's next phase of corps reform, active defence and long-range operations. The watch item is whether the personnel change produces institutional reform rather than only a change of leadership.
The Council of the European Union adopted its 21st package of sanctions against Russia on 23 July: 218 individual and entity listings, 41 additional shadow-fleet vessels, and transaction bans involving 33 additional Russian financial institutions, four third-country banks and 14 crypto platforms, alongside wider refinery and dual-use restrictions. The automatic adjustment of the oil-price cap is paused until 15 July 2027.
Why it matters. The package increasingly targets the infrastructure that connects Russian revenue, finance, technology acquisition and sanctions circumvention. The price-cap pause means the package broadens enforcement without tightening every available lever.
Eight warehouses representing more than 10% of the Russian online retailer Wildberries' logistics capacity were reported attacked between 18 and 24 July, including a facility near St Petersburg that caught fire after a drone strike. Kyiv says the locations supported Russian military supply and drone-component distribution; the Kremlin and Wildberries deny that military role. The 25 July evacuation and disruption at Yekaterinburg is not counted here as a further confirmed warehouse strike — that facility was not damaged.
Why it matters. The campaign extends Ukrainian pressure from energy and military infrastructure into mixed commercial-logistics systems. It may impose wider economic disruption, but the civilian and military functions cannot be cleanly separated from available reporting.
The Guinea-Bissau-flagged bulk carrier Golden Leo, loaded with corn, was struck near Odesa. Ten people were killed and eight crew members rescued. Ukraine and Russia are both intensifying attacks against maritime logistics and export infrastructure.
Why it matters. The incident shows that the Black Sea shipping recovery is reversible and that attacks on vessels and ports can again transmit the war into grain capacity, insurance and international crews.
