Mali's fuel import corridors
Three overland routes supply a landlocked state's entire fuel demand — and since September 2025 they have been the target of a declared blockade.

Overview
Mali refines no fuel of its own. Every litre arrives by road from the ports of Senegal, Côte d'Ivoire and Guinea, along corridors the state does not control for most of their length. From September 2025 JNIM declared a blockade of fuel imports and began systematically burning tanker convoys; several hundred tankers were reported destroyed, and Bamako's power and transport were visibly degraded through late 2025 and 2026.
Why it matters
This is the clearest case in the module of an insurgency taxing an entire national economy without taking a city. Fuel sets transport costs, transport costs set food prices, and electricity in the capital depends on the same imports. A campaign against these corridors reaches every household in Mali without a shot being fired near most of them.
What depends on it
Total. There is no domestic refining capacity, no pipeline, and no functioning rail alternative at scale — the Dakar–Bamako railway has not operated as a reliable freight route for years. Road import is not the cheapest option; it is the only one. That is why the corridors are a strategic vulnerability rather than a commercial inconvenience, and why convoy interdiction produces national effects within weeks.
What disruption does
Fuel scarcity raises transport costs across a country where almost everything moves by road. That reaches market food supply, harvest movement, electricity generation in the capital, and the cost of the state's own military logistics — the army's relief columns burn the same imported diesel. The blockade is therefore simultaneously an economic, humanitarian and military fact, which is why three separate impact chains in this module begin here.

Alternatives and redundancy
Redundancy exists between the three corridors but not beyond them. Pressure on the Dakar axis shifts volume to Abidjan and Guinea at higher freight cost; pressure on all three has no substitute, because the constraint is geographic. Mali is landlocked, its neighbours to the north and east offer no viable import route, and the ECOWAS rupture of January 2025 cost the bloc's dispute machinery and free movement while leaving the corridor dependence exactly where it was.
Documented disruption history
JNIM declared a blockade of fuel imports and began systematically burning tanker convoys on the Senegalese, Ivorian and Guinean routes. Several hundred tankers were reported destroyed. Satellite imagery showed Bamako visibly darker by late 2025, and convoys since move under escort, at cost, and intermittently.
Sabotage affecting the capital's water and power accompanied the second wave of attacks, compounding the supply pressure rather than replacing it.
Political implications
Visible shortage in the capital is the pressure point closest to the transitional authorities' own base of support.
Military implications
State sustainment of northern and central garrisons competes for the same constrained fuel as the civilian economy.
Economic implications
Transport cost inflation transmits to food prices, trade volumes and customs revenue at once.
Humanitarian implications
Market supply and aid movement both depend on the corridors; access constraints and price rises compound each other.

What remains unknown
- Tanker loss figures come from a mix of official statements, armed-group claims and media reporting; there is no independently audited count, and the reported totals should be read as orders of magnitude.
- Import volumes actually arriving are not published in a form that allows the shortfall to be measured directly; shortage is inferred from prices, queues and power availability.
- The Guinean leg is the least reported of the three routes and is not represented by a location marker in this module.

What to watch
Tanker convoy losses
Convoys arriving versus tankers burned is the single best indicator of the blockade's bite — better than attack counts, which do not distinguish harassment from interdiction.

Availability in Bamako, Ségou and Kayes, and the freight rates on the Abidjan corridor.
Whether escorting scales
Escorted convoys move fuel at higher cost and lower frequency. Whether that arrangement holds, and what it costs the army in committed forces, is the state's core endurance question.
