- Finland, on NATO territory. The formation operates in concert with national home defence forces and is present at all times in the host nation.

- NATO deployed multinational battlegroups to the eastern flank after 2014 and expanded the set after February 2022. In 2022 Allies agreed to scale them up to brigade size "when and where required" — and NATO notes that the formations are called multinational battlegroups regardless of size or organisational structure, which is why a scale change does not produce a name change.

Its heading states that regionally focused headquarters "contribute to the operation, training and preparation activities" of the battlegroups. The edge is graded at exactly that strength: the authority is unspecified because NATO specifies none, and nothing here is command, operational control or a transfer of authority.
