تصبح الدول الثلاث التي دُعيت في قمة مدريد عام 1997 أعضاء، وهي أولى دول حلف وارسو السابق التي تنضم إلى الحلف. وفي قمة واشنطن في العام نفسه ينشئ حلف الناتو خطة عمل العضوية لإعداد مرشحين آخرين.
