Три модулі Vigil цього тижня розглядали одне й те саме питання з різних кінців: певну домовленість було перервано, і щось або стало їй заміною, або ні. Відповіддю Саудівської Аравії стало повернення до того, чого ця домовленість мала допомогти уникнути. Оскільки трубопровід Схід–Захід закритий з 10 вересня, королівство продало близько шістдесяти мільйонів барелів із завантаженням у вересні та жовтні через перевантаження з судна на судно біля Сохара в Омані — вантажі, що виходять із Рас-Танури всередині Затоки й проходять Ормузьку протоку короткими переходами під конвоєм ВМС Сполучених Штатів, що підняло експорт ормузьким маршрутом приблизно на мільйон барелів на добу понад серпневий рівень. На Кавказі Вірменія десять днів з 14 вересня обходилася без російського газу й покрила це з резервів та іранського імпорту — заміна, яка спрацювала на найлегшому з можливих випробувань. Порівняння структурне, а не причинне, і це не теорія тижня: ніщо не пов’язує ці системи, і суть саме у відмінностях між ними. Тим часом Вашингтон надав собі тарифний інструмент проти покупців російської нафти й повідомив Конгрес про продаж F-35 Саудівській Аравії; Росія вперше за серпневим меморандумом поповнила запаси своїх сирійських прибережних об’єктів; а Тайвань одночасно випустив дуже багато всього, не продемонструвавши, що все це поєднане між собою.

The bypass was interrupted, so the crude went back through the strait the bypass existed to avoid

With the east–west pipeline shut since 10 September, Saudi Arabia sold about sixty million barrels of crude for September and October loading through ship-to-ship transfer off the Omani port of Sohar. Cargoes load at Ras Tanura inside the Gulf, transit on short legs with United States naval escort, and transfer to long-haul vessels outside the strait. Rystad Energy put Hormuz-route exports above two million barrels a day in the first two weeks of September, roughly a million a day above August; total Saudi crude exports were reported at about 2.1 million barrels a day in early September against 7.5 million in January and February. Ship-to-ship transfer off Sohar is not new — satellite imagery documented it from 9 June — and reporting describes transponders switched off during transit. Separately, the ministerial meeting on a Hormuz navigation arrangement, convened by Oman at Salalah for Iran, Iraq and the Cooperation Council states other than Bahrain and announced for 14 and then 16 September, was postponed on the night of 13 September with no new date; reporting attributes the delay to a Saudi request and to Saudi amendments to the Iran–Oman draft. Iran's foreign ministry said a decision on how to announce or register the arrangement would follow consultation with Oman, and that it would not constitute a reopening of the strait.

Why it matters. This module opens on the strait every week, and this week the strait's three accesses moved in three different directions at once. Legal access went backwards: the one instrument that would have described how the water is used did not reach a table, and the reason is that a Gulf state read an Iranian-drafted corridor scheme as a status quo being written down. Commercial access did not move at all — no cover is being written on terms charterers take up, which is the condition that stopped the traffic in March and the only one that will restart it. And physical use went up sharply, for reasons that have nothing to do with either. A state whose bypass was interrupted is running its own cargo through the water under a foreign navy's escort, which is what a government does when the alternative has gone, not what a market does when the risk has fallen. Three things follow and are worth holding apart. A bypass that can itself be interrupted is a thinner thing than a route, and this is what that looks like in practice. A route that depends on an escort has a political dependency inside it, and nothing published says how long the escort holds. And the seventy per cent fall in total exports is the number that matters most: most of what the pipeline carried has not been rerouted at all, it has been shut in, and no operator figure for that exists.

Moderate for the volumes: the sixty-million-barrel figure and the two-million-barrels-a-day estimate are trade and consultancy reporting rather than published operator or ministry data, and the export totals are estimates with the same provenance. Moderate for the reason given for the postponement, which rests on reporting of Saudi amendments rather than on any Saudi statement. No forecast of when the table reconvenes is offered, and no claim is made that any of this bears on the insurance market.

The heaviest single loss in the Sahel module, and nothing was sent to take the ground back

JNIM attacked the Malian army camp at Dioura, in the Ténenkou cercle of the Mopti region, on 10 September, and claimed total control of the barracks. Agency reporting through the window gave a rising toll from security, military and local sources: first more than fifty soldiers and five Russian Africa Corps personnel killed, then sixty to eighty, and by 18 September more than a hundred including two colonels and a captain, with between sixty and ninety taken prisoner. JNIM claimed 150 killed and 93 captured. The Malian authorities announced air-ground operations against the attackers and the neutralisation of several fighters south-west of the town, and published no toll of their own. Local sources said the attackers returned the following day, that no reinforcements were sent, that the camp was emptied of its weaponry, and that it remained abandoned eight days later. The attack occurred before the previous brief's cutoff of 13 September; the reporting that establishes it appeared from 14 September onward.

Why it matters. Dioura's camp has been attacked at least four times since 2019 — raided that year, overrun in 2023, taken and looted in May 2025 — and on each of those occasions the attackers left and the state came back. What separates this one is the aftermath, not the assault, and that is the whole of the finding. The Analytical Note published on 19 September sets out the pattern and its limits, and the limits are worth restating here because they are what keeps the finding honest. The broad claim that Malian sustainment is failing did not survive the research: the hubs are reinforced and held, Bamako is supplied by escorted convoy in the twelfth month of the blockade, and a besieged garrison at Anéfis was relieved in July. Nor is there evidence that JNIM designed a campaign around preventing regeneration, or that the pattern is a limit on the state rather than a consolidation it chose. What the evidence supports is narrower: since mid-2025 no overrun Malian position has been documented as re-established, and at Dioura no relief column was reported at all. The five Africa Corps deaths add a second, separate fact. Russian personnel were present at an outlying central camp rather than only at the hubs, at a point in the year when the module's external-posture question has been tracking contraction in the north.

Every casualty figure is attributed reporting from security, military or local sources, usually to one agency, and the range — fifty to more than a hundred — is the width of the uncertainty rather than a sequence of corrections. Mali has published no toll. The claims that no reinforcements were sent and that the camp remained abandoned rest on local sources and on the absence of contrary reporting, which is thin evidence and is graded as such. JNIM's own figures are its claims and are carried as claims.

The first sanctions instrument aimed at Russia's customers rather than at Russia

President Donald Trump signed the Lindsey O. Graham Sanctioning Russia and Iran Act of 2026 into law on 18 September 2026. The act authorises tariffs of up to 100 per cent on the largest purchasers of Russian oil and natural gas, and provides for sanctions on the Russian president, on government officials, oligarchs, banks and financial institutions and on the shadow fleet; it also extends sanctions on Iran's energy and weapons sectors. It passed the House of Representatives by 262 votes to 159 and the Senate by 86 to 11. Tariffs would take effect within thirty days of a designation, and the president may waive them or set lower rates at his discretion. No designation had been announced by this brief's cutoff. The following day, 19 September, a potential 2.68 billion dollar sale of air-defence equipment to Ukraine was approved.

Why it matters. What is new is the instrument, not the policy. Sanctions on Russian energy have until now acted on Russia, on the vessels that move the oil or on the banks that clear it; this one acts on the buyers, and it does so through tariffs rather than through the financial system. That matters because it moves the decision into trade policy, where the executive's discretion is widest and where the two largest purchasers are also among the largest United States trading partners. A statute whose central mechanism can be waived at will is leverage before it is a regime — which is a description of its design, not a prediction of its use. The module's standing question about maritime enforcement asks whether striking the shadow fleet moves export volumes; this adds a second lever aimed at the same number from the demand side, and neither has yet been shown to move it. The observable is a designation with a named purchaser, a rate and a date. Until then the honest statement is that the authority exists and did not before.

The reading of the act as a bargaining instrument is Vigil's assessment of its design, not a forecast — no view is offered on whether it will be applied, to whom, or with what effect on volumes, which is the question the standing observable exists to answer.

A memorandum said the bases would become training centres; a convoy suggests what they are still for

A four-vessel Russian group reached Tartous on 7 September 2026 — the destroyer Admiral Levchenko, the cargo ship Sparta, the replenishment oiler Akademik Pashin, and the products tanker General Skobelev, which remained offshore. Reuters, working with a maritime intelligence firm, verified by satellite imagery that the Sparta and the Akademik Pashin were alongside at Tartous, and reported that the vessels' tracking signals were switched off. A Syrian military source and a Russian-Syrian businessman familiar with the operation said the Sparta unloaded supplies including ammunition intended for Khmeimim and Tartous; Reuters stated it could not independently verify the contents of the shipment or its destination. It is the first such mission reported since the memorandum of understanding of 9 August, under which the civilian facilities pass to Syrian management and the military ones are to become joint training and qualification centres within three months. The reporting appeared on 14 and 15 September, after the previous Weekly Brief's cutoff.

Why it matters. A memorandum describes an intention; a port call describes a practice, and the two have now been laid beside each other. A joint training centre does not require a resupply run by a destroyer, an oiler and a sanctioned cargo ship with transponders off — that is the behaviour of a supply line. But the module has to be exact about which half of this is established. The port call is: imagery verified it. The cargo is not: it rests on two interested sources and the agency that broke the story declined to confirm it, and this brief does not upgrade that. And one run is not a cycle. A single sustainment mission inside a three-month transition is equally consistent with Moscow drawing down in an orderly way and with the transition being a form of words over an unchanged arrangement; nothing published distinguishes them. That is why the standing question now runs on recurrence rather than on this event — the thing to watch is a second convoy on a comparable interval, and its absence would be as informative as its arrival. One piece of context belongs here without being folded into Syria: Russian armour was landed at Tobruk in Libya under naval escort in the same period, with the convoy tracked between Sicily and Tunisia on 10 September. Tobruk is not Syrian geography and is not recorded as such, but it says that the Mediterranean logistics architecture this coast belongs to now has more than one southern end.

Low for the cargo: ammunition for the two facilities is the account of a Syrian military source and a businessman, explicitly not verified by the agency reporting it, and it is carried here as their claim. No Russian or Syrian official statement about the mission has been identified. The Tobruk delivery rests on open-source tracking and reporting and is carried as context, not as a Syrian fact.

Taiwan fired several weapon families in one exercise, which is co-location and not a chain

Taiwan held a three-day joint precision live-fire exercise at the Jiupeng range in Pingtung county, concluding on 18 September when President Lai Ching-te attended. The defence ministry and domestic reporting describe the first joint participation of multiple types of attack drone in a combined exercise. Systems reported present include the indigenous Hsiung Feng II and III anti-ship missiles, the Tien Kung III surface-to-air missile, Patriot, the Sky Sword II, United States-supplied M142 HIMARS launchers and ALTIUS 600M loitering munitions; a maritime phase used the decommissioned frigate Lan Yang as a target. Taiwan's defence ministry separately reported 28 PLA aircraft sorties around Taiwan on 18 September, 24 of them crossing the median line, with seven navy and two official vessels. No PLA exercise was announced in response inside the window, and no exercise findings were published by Taiwan.

Why it matters. The attractive reading of this exercise is that the capability is in the connection rather than the inventory, and this module treats that as a good question and not as a conclusion. What would have to be shown is a sequence: a sensor holding a track, a command decision taken on it, the track passed across a service boundary in a form another service's shooter can use, a shot, and a retasking after assessment. None of the five was described in any reporting read this cycle. What was shown is several weapon families operating on one range over three days, which is the ordinary condition of a national exercise, and the honest description of the new element is narrower and still real: attack drones of more than one type were exercised alongside the missile and rocket forces rather than separately. That is worth recording for a specific reason. The loitering munitions fired at Jiupeng are of the class whose domestic programmes the legislature cut from the special defence budget in May; an exercise is not a budget, and nothing in this window restored the funding. On the other side, the absence of a PLA response is itself an observation. Beijing has answered Taiwanese and American acts with named exercises before and did not this time, and the module records that without reading intent into it.

Low for any claim of integration: the term is used by officials and reporting, no technical description has been published, and this brief treats the chain as unestablished. The PLA activity figures are the ministry's own daily aggregates. The absence of a Chinese response is an absence as at the cutoff and is held to that.
