Kyiv strike exposes the gap between Patriot promises and available interceptors
Russia launched 35 missiles, including 27 ballistic missiles, and 185 drones against Kyiv and surrounding regions overnight on 31 July. Ten people were reported killed and dozens injured as of 2 August; residential buildings, public infrastructure and a school were damaged. President Volodymyr Zelenskyy said only one ballistic missile was intercepted and attributed the low interception rate to Ukraine's shortage of Patriot interceptors. Ukraine and the United States have discussed licensing and domestic production of Patriot interceptors at the political level, but no signed or concluded production agreement had been announced as of 2 August.
Why it matters. July's production pledge has become an implementation test. Ukraine's immediate vulnerability is interceptor availability rather than the number of Patriot launchers, while domestic production remains a medium-term proposal that cannot close the present defensive gap. The observable to watch is whether a production or licensing instrument is actually concluded and dated, not whether it is described as agreed.

New evidence links Africa Corps aircraft to a strike that killed civilians in Kyrnia
Human Rights Watch published an investigation into two air strikes on Kyrnia, in Mali's Mopti region, on 15 June. It reported that eight civilians, including three children, were killed when munitions struck near the village chief's residence and a cattle market. The investigation relied on witness interviews, satellite imagery, geolocated footage and material published by Africa Corps itself, which had claimed the strike targeted armed-group commanders. Human Rights Watch reported that JNIM fighters were present elsewhere in the village but found no known armed-group casualties at the two impact locations, and assessed the attack as apparently unlawful under the laws of war. That legal characterisation is Human Rights Watch's; Vigil records it as the organisation's finding and does not independently adopt it.
Why it matters. The investigation converts a poorly documented June strike into a substantial civilian-harm case involving Moscow's formal successor to Wagner. It also illustrates the danger of treating an armed group's control of a settlement as sufficient evidence that civilian locations within it are military targets. What this week changed is the evidence, not the conflict: the observable is whether any official Malian or Russian investigation follows, which has not happened in comparable earlier cases.

China's coast guard publicly described patrols east of Taiwan as routine law-enforcement activity and said the Xiushan task group had strengthened operations in the area during July. Taiwan reported detecting the Xiushan and Chongming east of the island on 31 July and dispatched vessels to monitor them. Taipei accused Beijing of using law-enforcement language to expand its authority claims and said it would take the measures necessary to defend sovereignty in its waters.
Why it matters. Vigil's previous baseline described an eastern coast-guard presence as reported but not yet firmly established. The latest patrol and the public Chinese acknowledgement strengthen the evidence that pressure is extending beyond the Taiwan Strait to the island's Pacific side. What remains uncertain is whether this becomes a continuous presence rather than a series of recurring patrols — the distinction that separates a jurisdictional assertion from an established one.
