- The waters and coasts of the three administered offshore island groups
- Bemerkenswerte Geschichte
- A regional branch of the Coast Guard Administration covering the three offshore groups, and the part of the Taiwanese state that has absorbed the most direct pressure of any since February 2024. The sequence is well documented: a fatal incident involving a Chinese speedboat off Kinmen in February 2024, followed by China Coast Guard patrols entering the surrounding waters on a declared law-enforcement basis and continuing since, with comparable activity later reported around Matsu and Wuqiu. Every one of those encounters is answered here, by a civilian agency, deliberately — the Kinmen Defense Command sits in the same islands and is not the instrument used.
- Stärken
- Keeps the response to jurisdictional pressure inside a civilian law-enforcement frame, which denies the other side the escalation its framing invites, and does so with local knowledge of waters that are genuinely ambiguous in law and heavily used by both sides' fishermen.
- Einschränkungen
- The branch is being asked to hold a position that is legal rather than physical, against a far larger counterpart, in waters a few kilometres from the mainland. It has no answer at all to the other track of pressure on these islands — the August 2026 Kinmen–Xiamen integration measures are economic and civil, and a coast guard branch is not the instrument for them. No vessel numbers, patrol patterns, dispositions or readiness are recorded.

Two separate chains of authority in the same waters: the defence command is military and under the Ministry of National Defense, the coast guard branch is civilian and under the Ocean Affairs Council. Which of them answers a given encounter is the whole substance of Taiwan's response to pressure around these islands, and the division is deliberate.

Nach einem Vorfall, bei dem zwei chinesische Staatsangehörige ums Leben kamen, als ihr Schnellboot bei einer Verfolgung durch taiwanische Behörden nahe Kinmen kenterte, beginnt die chinesische Küstenwache regelmäßige Patrouillen in den Gewässern um die Inseln und beansprucht das Recht, dort Kontrollen zur Rechtsdurchsetzung vorzunehmen. Die Patrouillen haben sich seither wiederholt.
