The pipeline has eight rungs and the module reads each from its own published figure. In Washington: congressional notification of a Foreign Military Sales case, contract, the notified-but-undelivered backlog, delivery and fielding. In Taipei: appropriation by the Legislative Yuan, disbursement and delivery for the domestic programmes. The December 2025 notification of more than $11bn was the largest in the relationship's history and took the backlog to roughly $32bn, of which about 46 per cent was by then asymmetric systems. On Taiwan's side the May 2026 special budget passed at NT$780bn against a NT$1.25tn request, removing roughly NT$470bn of domestic uncrewed-systems funding while keeping the foreign procurement tranches; the Cabinet's 2027 proposal of NT$1.1225tn — the first above NT$1tn — went to the chamber on 20 August 2026, and the drone funding dispute was settled on 27 August by an opposition act setting a NT$240bn six-year funding principle that appropriates nothing by itself.

Cases stall at different rungs for different reasons, and the record names three. At PRODUCTION: 500 Stinger missiles notified in December 2015 and July 2019 had still not been delivered in May 2026, and the M109A7 Paladin howitzers notified in December 2025 are reported delivering in 2030 — delays no decision in Taipei affects. At TAIWANESE APPROPRIATION: the June 2026 review of the backlog names NASAMS and the Tactical Mission Network as cases held by the Legislative Yuan's special-procurement deadlock — an American system delayed by a Taiwanese political dispute — and the domestic drone programme is held at the same rung for a system that needs no American release at all. At NOTIFICATION: a further package reported at about $14bn has been held in public since May 2026, when the president described it as a negotiating element; on 23 September the Secretary of State said sales remain under review and named US industrial capacity, and a senators' letter, as reported, adds $300m of military financing unobligated and $1bn of cooperation funds not set aside. In March 2026 the HIMARS schedule was renegotiated against contract terms rather than cancelled. Three delays, three causes, and treating them as one story about slow transfers is the error the ladder exists to prevent.

What has moved is also on the record, and it moved while the holds were in place. The M1A2T Abrams case completed its deliveries at the end of April 2026 — the one completed ladder on the module's record — and the backlog fell from roughly $32.0bn to $29.72bn on its completion. The first two of 66 new-build F-16 Block 70 aircraft under the 2019 case landed on 2 October 2026, about seven weeks after leaving the United States; the minister told the legislature on 12 October that six had passed factory acceptance. HIMARS launchers delivered from November 2024 and ALTIUS loitering munitions delivered from August 2025 were fired at Jiupeng on 16 to 18 September 2026 inside a joint targeting procedure the ministry describes, which is fielding observed rather than announced. The exposure is the gap between the two columns: a backlog that falls because cases complete and a pipeline that is not being refilled while the outstanding package stays under review, with Taiwan's own disbursement against the enacted special budget reported by programme announcement and never as a series.

What the state of the pipeline implies for fielded capability is not documented and Vigil does not assert it. Delivery is not readiness: the F-16s face acceptance and conversion training, HIMARS and the loitering munitions have been exercised inside a procedure the ministry describes and nobody has assessed, and no published exercise account shows the joint chain run with its links degraded. Named as worth watching rather than asserted: whether the held package is approved, refused or explicitly deferred; whether the 2027 budget is enacted and at what composition; whether a second backlog figure falls with named deliveries; and whether any case since Abrams reaches a fielding statement. The firmer observations are narrower — the binding constraint differs by case and is stated on each, the domestic uncrewed-systems funding removed in May has not been restored by any enacted appropriation, and the composition of what is owed has shifted toward the asymmetric systems Taiwan's own debate is about. Vigil publishes no inventory, no readiness grade and no estimate of what any delivery adds.

- Vigil publishes no inventory, assignment, readiness or sortie figure for any system in this chain, and none is the basis of any claim here.
- The Air Force's release describes 63 aircraft on the production line against 66 ordered; the record does not reconcile the two figures.
