- Russia's intervention in September 2015 was an air campaign flown from Khmeimim, the base outside Latakia that the Aerospace Forces built out into their first major expeditionary hub: strike aircraft, helicopters, an S-400 battery deployed in November 2015, and the command element for everything Russia did in Syria until the government it defended fell in December 2024. The forces then contracted onto the base and Tartus while Moscow negotiated with the government its aircraft had bombed until days before. After eighteen months of talks, Syria announced on 9 August 2026 a memorandum under which the Syrian state takes over the civilian facilities — Khmeimim's airport among them — and the military facilities are repurposed as joint training and qualification centres, with the transition to be completed within three months. What remains of the air group under that arrangement is not yet observable.

أعلنت وزارة الخارجية السورية في 9 أغسطس 2026 مذكرة تفاهم مع روسيا بشأن القاعدتين، بعد ثمانية عشر شهرًا من التفاوض: تتولى الدولة السورية إدارة المرافق المدنية، بما فيها مطار حميميم والرصيف التجاري في طرطوس، على أن يُعاد توظيف المرافق العسكرية مراكزَ مشتركة للتدريب والتأهيل بموجب ترتيبات تحفظ مصالح الطرفين، وأن يكتمل الانتقال في غضون ثلاثة أشهر.

مع خسارة حكومة الأسد الواضحة، تطلق روسيا حملة جوية من قاعدة حميميم الجوية — أول حرب كبرى تخوضها خارج أراضيها منذ الحقبة السوفيتية — فتعكس اتجاه الحرب إلى جانب قوات برية نظّمتها إيران، وتضمن تمركزًا طويل الأمد في حميميم وطرطوس.
