Taiwan führt seine erste Drosselungsübung im Mobilfunknetz durch

Was geschah

Zwischen 14:30 und 15:00 Uhr am 10. August 2026 wurden die mobilen Datengeschwindigkeiten in sieben Gebietskörperschaften Zentraltaiwans — Taichung, Chiayi City sowie den Landkreisen Miaoli, Changhua, Nantou, Yunlin und Chiayi — gezielt gedrosselt, als ziviler Bestandteil der Übung Han Kuang. Es war Taiwans erste Übung mit Drosselung des Mobilfunknetzes. Die National Communications Commission veröffentlichte den Umfang rund drei Wochen im Voraus, einschließlich der von der Drosselung ausgenommenen Dienste: Sprachanrufe, Notrufe an 110 und 119, Textnachrichten und Cell-Broadcast-Warnungen des Public Warning Systems, dazu Festnetz-Breitband, über Festnetz-Breitband geführtes WLAN, Festnetztelefonie sowie militärische und andere dedizierte Netze. Nach offizieller Beschreibung simulierte die Übung die verringerte Bandbreite, die Notfallmaßnahmen im Netz — Überlastung, Katastrophen-Roaming und Verkehrspriorisierung — hervorrufen würden; die Regulierungsbehörde erklärte, es handle sich nicht um eine Abschaltung des Internets. Agenturberichte nennen als Obergrenze für mobilen Webverkehr 256 Kbit/s, andernorts beschrieben als etwa ein Prozent der normalen 4G- und 5G-Kapazität.

The significant thing is not that connectivity was degraded but that the degradation was scoped, announced and bounded — and that the boundary was drawn around exactly the services a population needs in an emergency. A state that can publish, in advance, which of its own communications it is willing to give up and which it is not, is describing a continuity doctrine rather than running a stunt. This module's standing position is that resilience is the trackable part of deterrence because programmes are either delivered or not; this is delivery, and it is the first of its kind. What the exercise does NOT do is reproduce a wartime cause. Throttling reproduces a condition — degraded mobile data — through an administrative mechanism. Infrastructure damage, power disruption, cyber intrusion, electronic interference and network saturation are separate hypothetical mechanisms that could produce a comparable condition in a conflict, and none of them was simulated, tested or observed here.
