Asked for a ceasefire, the parties could agree on two cities and three days

US special envoy Steve Witkoff and Jared Kushner met President Putin at the Kremlin on 5 September 2026 in talks lasting about three hours, followed by dinner. Kremlin aide Yury Ushakov called the discussions substantive, very frank and constructive, and said a series of ideas for a peace settlement had emerged; Kirill Dmitriev described the visit as an important peacemaking one. President Trump said the envoys were bringing a proposal to end the war. Kremlin spokesman Dmitry Peskov said Putin had ordered that no strikes be carried out against Kyiv for three days from midnight, tying the decision to the delegation's planned visit to Kyiv on 6 September; President Zelensky said Ukraine would refrain from strikes on Moscow across the same period. Reporting states that Ukraine proposed a broader three-day ceasefire and that Russia did not agree to it. The arrangement covers strikes on the two capitals only; drone and missile activity against other targets in both countries continued through the period, including the Ryazan strike recorded above. Russia's stated requirements — Ukrainian withdrawal from four regions and abandonment of NATO membership — were reported as unchanged.

Why it matters. This is the first reciprocal military restraint the two governments have coordinated in this negotiating track, and its shape is more informative than its existence. A pause limited to two capitals, lasting as long as a visit, announced by spokesmen rather than written, is the cheapest available unit of de-escalation: it costs nothing operationally, it protects precisely the two cities whose damage a mediator sees, and it expires on its own. Set against the item above it is not a reversal but a complement — the pause touches nothing the strike order describes, and both can hold in the same week without either being a feint. The reported refusal of the wider ceasefire is the load-bearing detail: asked for three days of general restraint, the parties could agree only on the two cities that would be photographed. A week after the northeast joined the state, the south looks outside it

In remarks to a gathering in Sweida, reported on 28 August 2026, Sheikh al-Aql Hikmat al-Hijri described Syria's Druze as an integral part of the State of Israel, praised the Israeli state model and asserted doctrinal common ground between the two communities. Druze figures elsewhere, including in the Golan, publicly rejected the characterisation; reporting records that al-Hijri is the most influential Druze leader in Sweida but does not speak for all Syrian Druze. On the evening of Monday 31 August fighting resumed in the western Sweida countryside between Internal Security Forces of the Interior Ministry and the National Guard, an armed formation aligned with al-Hijri. Accounts differ: Syrian state media reported ten government security personnel wounded, while regional reporting recorded one man killed and eleven wounded including a child and attributed the opening of fire to a National Guard position shelling two villages; earlier clashes west of Sweida city were reported to have killed two civilians. Calm was reported to have returned within days. The September 2025 Sweida roadmap remains unimplemented, and no negotiating track between Damascus and al-Hijri has been confirmed by either party. Israel intervened militarily on the community's behalf during the July 2025 violence; no Israeli official response to the remarks has been identified.

Why it matters. In two weeks Damascus has seen its two autonomy files move in opposite directions, and the contrast is the finding. In the northeast an armed movement exchanged institutional standing for appointments inside the state — a dispute about the terms of entry, settled by entering. In the south the community's most influential figure has publicly placed his political horizon outside the Syrian state altogether, which is not a harder version of the same negotiation but a different kind of problem: it is not a demand Damascus can meet by offering better terms. That is what makes the shooting days later worth recording despite its small scale. It indicates that the July 2025 ceasefire froze a confrontation rather than settling one, and that the freeze is now being probed from both sides while the roadmap that was supposed to replace it has stood unimplemented for nearly a year. What none of this establishes is a change in control, a Druze consensus, or Israeli policy. Al-Hijri commands a constituency and an armed formation, not a territory; the rejections from other Druze leaders are on the record; and inferring an Israeli position from a Syrian cleric's statement about Israel would be reading one party's words as another party's intent. The casualty accounts are recorded as published, including where they conflict, and neither is adopted. Baku and Yerevan publish what peace has produced, and omit what it has not

President Ilham Aliyev and Prime Minister Nikol Pashinyan met on the margins of the Shanghai Cooperation Organisation summit in Bishkek on 31 August 2026 and issued a joint press statement. It records the export of Azerbaijani petroleum products to Armenia, the transit through Azerbaijani territory to Armenia of grain and other goods originating from third countries, and the establishment of trade relations between the two countries as practical manifestations of the dividends of peace. It notes the role of the two state commissions on delimitation of the interstate border and the importance of continuing their work in accordance with agreements reached. It records discussion of further practical steps on implementing the Trump Route for International Peace and Prosperity and underlines the significance of connectivity projects along it. It welcomes parliamentary and civil-society contacts. It restates the significance of the Washington summit of 8 August 2025, the joint declaration signed there, and the initialling of the agreed text of the peace agreement. It announces no signature of that agreement, sets no date for one, and does not mention Azerbaijan's stated requirement that Armenia amend its constitution first. Separately at the same summit, on 2 September, President Putin was reported to have said that Aliyev would have protected the rights of the Armenian population of Nagorno-Karabakh.

Why it matters. For two years this file has been assessed against an instrument that does not exist. This is the first jointly published account of what the two governments say the process has produced instead, and the content is commercial rather than legal: fuel moving one way, grain the other, commissions sitting, a route being surveyed.
